Fabric:

The model was stitched on 30ct. 'Linen' by Weeks Dye Work, with a stitch count of 224 x 277. The finished designed size is 14.93 inches by 18.46 inches.

Your cut fabric size (on 30ct fabric)  should be 21" x 25" allowing for a 3 inch border.
